I had a very similar issue after a recent tear-down and rebuild. My solution was to connect the track pad connector I neglected to reconnect when re-attaching the palm-rest. Hope this helps someone out there who may have the same problem.

I think it is premature to say whether the T430 will have chicklets, but I think unlikely given the history of the Thinkpad keyboard. I have exactly what you are looking for: a stripped T20 with working mobo. The LCD works also. I no longer have a CD drive so I can't boot to live Linux or diag CD to fully test. PM me if you want pics.
