i upgraded my t61 (8895-5YM, windows 7 64X) ram from 2GB (1GBx2) to 4GB (2GBx2).
before the upgrade cpu and ram score were both 5.5
after the upgrade cpu 3.8 and ram 4.8
when i returned the original 2GB the scores remain 3.8 and 4.8 for cpu and ram respectively.
what's going on here?
ram modules are all pc2-5300

Don't assume you have a problem because of these windows generated numbers, as best I can tell they don't use anything close to accurate methods of determining real-world performance. I've even seen an upgrade to a hugely superior CPU result in lower rating. Simply put, I think microsoft grades on a curve.
If you really must have benchmark tests, then get some better testing programs, but benchmarks are usually not going to tell you much, especially regarding memory. Your 4gb machine won't be any faster then the 2gb machine unless you compare them when the full 2gb of ram is consumed and is forced to use pagefile, in that case the 4gb machine will seem much faster. Think of a 2 lane highway, if no one is on it, your car can do 80mph, getting onto a 4 lane highway won't make your car any faster unless the extra lanes free up traffic.
I suspect there is nothing at all wrong with your ram, but if you're concerned, get a memory tester.

there's really nothing wrong, the machine is working flawlessly. the upgrade actually allowed me to open more applications at the same time without any hiccups.
i guess you're right, those numbers isn't telling me anything about my machine's performance.

The WEI is a devil in benchmark clothing. I have never trusted it's reports and I don't think that I ever will.
