X200s WWAN Problems - can't enable radio

I have a nice new X200s which is WWAN upgradeable, I've done internal WWAN installs on the X6x and T6x series no problem at all.

I found a 3507g on ebay from the USA for cheap

Installed it and thats seems OK, drivers install and I can see it in device manager, I put in a UK Vodafone sim and it popped up saying sim requires a PIN, pulled it out and put a 3 sim in (neither sim is PIN locked and both work fine in my X61T) I tried a couple of guesses 1234 0000 etc and it kind of went away - timed out or all tries used up maybe?

I can't seem to switch the radio on Fn+F5 shows WWAN there but radio is off, if I click the radio on button nothing happens - I dont' get the led lighting up and a I don't see the radio status change at all.

I can swtich the BT and Wifi on and off no problem

Tried with Access Connecitions and tried with it uninstalled, the voda client can see the device, but I can't switch on the radio.

Is the card - faulty, locked out, or maybe locked to a US network (I thought the 3507g was unlocked?) or am I missing something?
