R400 1066 mem clock but still only 399mhz?

Hi i own a Thinkpad R400 and i've resently bought memory for it. the memory is a Samsung PC3-8500 1066mhz DDR3 1GB and now that im checking CPU-Z for the mem clock it says its running in 399mhz? That doesnt seem right to me...also FSB:DRAM ratio is 1:2. Can i fix this somehow so i can change the ratio to 1:1 and up the FSB(lower multip.). I'm not looking to overclock any other components just get whats promised.
Please help.

399MHz means that your computer is running the memory at 800MHz.
Changing the FSB:DRAM ratio would not "fix" anything and would probably ruin the computer. The only way to change multipliers and bus speeds would be through hacking the BIOS. This would likely ruin the computer. Then you would need to replace the motherboard or sell it for parts.
What is the model of the processor in your R400? The memory speed is usually determined by that.
